Management Committee Meeting

Meeting held: 7:00–8:09pm, Monday 13 October 2025 (Online via Microsoft Teams)

Attendees: Committee members including President Bruce Fuda, Treasurer Corey Ryan, Public Officer Jocelyn Cronin, Natasha Bunter, and Leigh Watson. The Committee were pleased to welcome new members Tim Christie, Craig Smith, Fiona Mackie, Andrew Roden.

Also in attendance were Association members Skye Rutherford, Georgina Legoe, and Taryn Downes acting as Proxy for Molly Rhodin.

Apologies were received from Vice President Kristy Piccolo and committee member Molly Rhodin.

Key Highlights

1. Governance and Onboarding

  • The committee welcomed new members and celebrated the successful completion of onboarding processes. This strengthens the NBCA’s governance as it prepares a new Constitution aligning with sector expectations for the coming year.

  • A new onboarding template for committee members was endorsed to improve the experience for future members.

2. Financial and Strategic Oversight

  • Financial tracking continues to align with strategic plan pillars. The committee discussed enhancing transparency by providing a breakdown of expenditure for stakeholders.

  • Staff morale and turnover were discussed, with the majority resignations attributed to positive reasons such as career progression or completion of qualifications. Some performance management has occurred as well. (Retention currently sitting at 75% for 2024-25 and average of 72.30% since 2018.)

3. Compliance and Risk Management

  • Discussion on how the incidents that occur are communicated to the committee occurred and it was proposed that the Quality and Risk Committee (QARC) further refine around reporting practices to ensure transparency when incidents occur.

  • Routine discussion on any incidents reported and any WH&S issues occurred.

  • Updates were provided on medical emergency drills and ongoing staff training to ensure regulatory compliance and safety.

4. Subcommittees and Delegations

  • Formal establishment of subcommittees (Finance, Audit and Investment – FAIC, and QARC) was endorsed to improve scrutiny and communication, with opportunities for parent involvement. Subcommittees will review and adjust drafted terms of reference as needed with annual reviews.

  • An updated delegation's table was presented, clarifying responsibilities and supporting the Association’s governance transformation. Further review by subcommittees was agreed upon.

5. Policy and Constitution Updates

  • A new public-facing policy was discussed, focusing on regulatory requirements and internal processes for managing breaches.

  • The committee scheduled a workshop to review the second draft of the updated constitution, with key changes clarifying the distinction between members and directors.

6. Community and Strategic Initiatives

  • Updates were shared on the Expression of Interest (EOI) process for Strathnairn. NBCA did not submit an EOI as the scope went beyond the current focus of Early Childhood Education and Care (ECEC) while the EOI requested services beyond this scope. The NBCA remains focused on our core delivery of services though it was noted that further discussion around strategic opportunities would be of value.

7. Other Business

  • The committee discussed preferred communication methods and agreed to revisit this as the governance structure evolves.

Next Steps & Upcoming Meetings

  • The next pre-AGM committee meeting is scheduled for Monday, 24 November 2025, followed by the AGM. In-person attendance is preferred, with an online option available. A formal AGM announcement will take place in early November.

Thank you to all members and staff for your ongoing commitment to the North Belconnen Community Association and our community.
